Greenhouse Gas Emission

The Air Resources Board to extend the registration deadline for the small fleet compliance plan of the tractor-trailor Greenhouse Gas (GHG) Regulation.

This is to notify stakeholders that the California Air Resources Board (CARB) has extended the registration deadline for the Small Fleet Compliance Plan of the Tractor-Trailer Greenhouse Gas Regulation to September 1, 2012. This extension will provide certain fleets that have not already registered to use a compliance option under the regulation to participate in the Small Fleet Compliance Plan. The Small Fleet Compliance Plan allows trailer fleet owners to gradually meet the regulatory requirements over four years, beginning in 2013.

Originally, the regulation provided owners of small fleets (20 or fewer box-type trailers) with the following compliance options

  • Bring all of their pre-2011 model year trailers into compliance with the aerodynamic equipment requirements of the regulation by January 1, 2013, or,
  • Phase-in compliance over a four year period (2013-2016) under the condition that they first register their trailers with CARB by July 1, 2012 for the Small Fleet Compliance Plan schedule

The registration deadline for small fleets has been extended from July 1, 2012 to September 1, 2012. We encourage small fleets to register as soon as possible to avoid last minute delays. Please contact our office if you would like BeCarbCompliant to submit a compliance plan on your behalf.

The tractors and trailers subject to this regulation must either use United States Environmental Protection Agency Smartway (SmartWay) certified tractors and trailers, or retrofit their existing fleet with Smartway verified technologies. The SmartWay certification process is part of their broader voluntary program called the SmartWay Transport Partnership Program (SmartWay program).
